When hanging light fixtures that are to be surface mounted, can I drop whips for each light without JB for each light? Commercial Property

For flourscent fixtures surface mounted on sheet rock MC cable terminated inside the fixture is acceptable.

Switch leg in........switch leg to next fixture is how I would do it.

Yes, what kind of whips and what kind of fixtures?

Also you cannot mount a surface mounted florescent fixture over a box unless the conductors within the box are accessible. It's very common to see a single gang box in the wall with a fixture mounted over it and a 1/2" chase nipple in the back of the fixture.
