Surge arrester requirement?

Im confused with need of using Surge arrester.
I'm designing a bulding havin one MDP,HVAC,Kitchen and another panels.

Mdp having Surge arrester 80kA is ok.
Coul I use 40ka for other panels or not.

When will we use surge arrester in branch or sub panels?

(Due to the lightning protection I will use Surge arrester).

Are you talking about article 280 or 285 applications? These are design issues.

280 Application .

But I cant see any information about using Surge arrestorn in Subdistribution or branch panels.
