are there any MWBC's? and perhaps the N is lifting for some reason.
do any of the feeders from poco also feed nearby plants that require cap bank switching in/out?
is the entrance 1ph or 3ph? if possible & 1ph, ask poco to switch you to a different phase.

Eaton has whole service surge items, but not cheap.

Yeah, GE has a fantastic line called Tranquell too that I think, based on the weight and price, must be made of solid gold.

I had a pump station get hit by a direct lightning strike and the main service board had a Tranquell SPD on it. Everything behind it survived, but it vaporized in the performance of it's duty. The replacement unit cost something like $10K. Still, considering that it saved some 400HP VFDs and soft starters, that was a relatively cheap price to pay.
