Surge protection for Multi-family Building

The new code requires surge protection for the service for dwelling units. I am curious how do you implement this? For example we are using Square D (EZM series)/Eaton (3MM series) residential group metering with the meter stacks and main section for (60) apt units. The main section is 1600A 3ph with a main circuit breaker. The meter stacks are plugged into both sides of the main section. Is there a SPD can be installed at the main section of the residential meter bank? Or do you install individual SPD at the load center of each apt?

I don't think there is a good answer to this.

You have to do it so you pick something, but I am not sure there is a "best" solution to this issue.

I want to know the typical way to do this in nowadays installations/constructions.
Has the requirement been around long enough for there to be a typical way?

The problem of getting parts might be an issue too. You might end up having to do a design that there are parts available to implement.
