So when doing a brand new service 230.67 talks about surge protection and the exception says it’s only needed at the panels downstream if it’s not at the service but 215.18 makes it seem like it’s required everywhere. Obviously one doesn’t reference the other section so which one do you follow. I’d rather just put it at the outside service and be done with it.
