Surge protective device for sub-panel?

New in 2020 NEC is the requirement for SPD, 230.67

"(A) Surge-Protective Device. All services supplying dwelling units shall be provided with a SPD.
(B) Location. The SPD shall be an integral part of the service equipment or shall be located immediately adjacent thereto
Exception: The SPD shall not be required to be located in the service equipment as required in (B) if located at each next level distribution equipment downstream toward the load.
(C) Type. The SPD shall be a Type 1 or Type 2 SPD.
(D) Replacement. Where service equipment is replaced, all of the requirements of this section shall apply."

My questions:
Are you required to install a SPD when adding a sub-panel off of the existing service?
When replacing a sub-panel, are you required to install a SPD?
Is a sub-panel considered service equipment?

Interested to hear others opinions.

Seems to be yes if the main panel lacks one. Check with AHJ to be sure.

When replacing a sub-panel, are you required to install a SPD?
Well, it says "service equipment." A sub-panel isn't service equipment.

Is a sub-panel considered service equipment?
Answered. Again, check with AHJ to be sure.

I don't see a requirement to provide surge protection when a sub-panel is added even of the main does not have surge protection.

A sub-panel is not service equipment. That is a defined term.
Service Equipment. The necessary equipment, consisting of a circuit breaker(s) or switch(es) and fuse(s) and their accessories,
connected to the serving utility and intended to constitute the main control and disconnect of the serving utility.[/quot]

There is no requirement for surge protection on a sub-panel.
