Surge Suppressor Disconnecting Means

For a Residential Surge Suppressor (Whole House such as Intermatic IG-3240-RC) can you use two single pole circuit breakers without a handle tie, OR do you need a 2-pole/handle tie to simultaneously disconnect.

I believe the un-coupled single-poles are legal?

Of course. As soon as I get frustrated because I can't answer the question, I find the answer. 240.20(B) was what I was looking for. It seemed that it should need the handle tie.
