Looking for a 200A 3R breaker and enclosure for use as a Emergency Disconnect at the meter, per current code for single family homes.

I've found two Schneider options, and they don't really look any different:

Google landed me on the Home Depot site first, and it says the QOM2E2200NRB is not for use as service equipment, but Schneider's documentation says nothing. Wouldn't be the first time Home Depot's site is talking rubbish.

Schneider's documentation isn't very clear on the differences between the two above breakers/enclosures, and there's less than $10 difference in cost. Dealer's choice here?

I know the Em. Disco can be 3-wire and I can choose to bond the N and G at the panel inside, but I can treat the new new panel as a subpanel; I'll probably do that. Any reason not to?
