Does wiring above a suspended ceiling have to be in conduit. If so is this for residential and commercial.

What kind of wiring? Limited energy or branch circuit? Look in the appropiate article uses permitted and not permitted and in Art 300 Wiring

nec 2002 ARTICLE 334.12 NM WIRE NOT PERMITTED AS AN OPEN RUN IN A DROPPED OR SUSPENDED CIELING IN OTHER THAN A ONE OR TWO FAMILY AND MULTIFAMILY DWELLINGS. THIS SHOULD APPLY. (LOW VOLTAGE CABLE IS PERMITTIED AS LONG AS IT IS SECURED . WI.ADMINISTRATIVE CODE). hope this helps
