I know that 210.70 (3) c states that a light is requried for attic space for equipt. but what about HVAC equipt. above a suspended celing is the light and recpt. requried for this?

The area above a suspended ceiling is not an attic. It is common about 10-20% of the time to have a pull-chain lampholder up there for frequently accessed equipment such as phone punch blocks.
