My swimming pool has a low voltage current! When you get in and touch the concrete side of the pool you get shocked. This happens even when all the electricity to everything around my house is turned off. It is a mystery and I do not know what is going on! Help.

Do not use the pool and get a qualified electrician to check it for you ASAP

That is the best advice we can give you here.

Please take that advice.
