I guess EC+M discussed something that is rarely done in the field...something I've never seen.

With that photo you have posted all blown up I notice that the perimeter grid seems to be secured with tie-wires of some kind?

Is that acceptable?

Well tie wire is approved for tying rebar together and making a concrete encased electrode so I guess it would fall under other approved means mentioned as a new sentence in 2011 NEC 680.26(B)(1)(b)(1)

Let me dig at this some more...

So section 680.26(B) call for connections to done according to 250.8 which calls for "LISTED" 4 times

680.26(2)(b)(3) calls for only "LISTED" splices shall be permitted...

and then they throw "APPROVED" into the section too in 680.26(B)(1)(b)(1)

Well no wonder I'm confused...
