Swing overs Live

GM. So I have an existing DP panel feeding all other panels. The DP panel is fed from the utility service disconnect switch.
They want to demo the DP panel and use it as a splice box and extend/swing over feeds to new MDP panel. It's a 120/208v 600A panel.
Would this be done live or would I have to have a shutdown.

I was thinking that all the new work/pipe from the new panel to the splice box could obviously be done without a shutdown. The final splices with what I concerned about. How would it be done if done live? Thanks,

I think most of us would have no problem redoing conductors to the load side of a live safety switch, particularly at 208V. I would just take some EPDM rubber or heavy cardboard to cover the upper half of the switch. Probably depends on who is doing the work and if they have a company policy on such things.
 
No HOT work. If it can't be shut down, schedule it for a day when it can be shut down. Too many so called "impossible" things happen in our trade. We have to ensure that we return home to our families in the same condition that we left them that morning. This has nothing to do with skill level and everything to do with intelligence.
