Switch gear grounding

I have a unique situation where the water table has risen higher that the cellar floor on a job. We will be replacing and relocating the switch gear however I am concerned about driving new ground rods because it will only create an inlet for the water. Is it allowable to reuse the existing ground system? Or should we just use two other grounding points i.e. water pipe, building steel?
 
There is no requirement to use a ground rod if you have building steel that qualifies as a grounding electrode.
