switch leg & derating

In a conduit containing only hots and corresponding switch legs, are all the conductors considered current-carrying for derating purposes?
 
Yes they are, this would be the same as if each set were a two wire circuit.

There is equal amount of current flowing on each conductor of the individual sets.

Just out of curiosity where would this condition exist other than the branch conduit from the header pipe to the switch bank?

Sez who? I would define a "current carrying conductor" as a "conductor that carries current." If there are three wires in a conduit, and if only two can possibly carry current at any one time, due to the connections to one or more switches, then only two need be counted as "current carrying." I agree with Roger.
