Switch neutral Breaker vs GFCI brealer

Customer has GFCI breakers installed at fuel panel for its required switch neutral breaker. Would you say that, other than GFCI purpose, the GFCI does same job as a switch neutral breaker and being used in right application.
 
No.
While the new generation of GFCI receptacles open the neutral, I am not aware of any GFCI breaker that does so.
