408.14A gives the description of Lighting and Appliance panels and 408.14B the description of Power Panels
What is the purpose of making this distinction?

408.16B Lighting and Appliance panels OC protection.
and 408.16B Power panelboard protection.

Why the difference in the OC protection of each type panel?

One major difference is that a power panelboard does not have a limitation as to the number of circuit breakers that can be installed in it. A lighting and appliance branch circuit panelboard has a limit of 42 single pole spaces not counting any main breaker. See 408.35
