My favorite is an under cabinet fluorescent fixture mounted on the header over the door.
That's all that would ever work in a small closet. Anything on/in the ceiling will only light up the top of the stuff on the top shelf.

If the closet is of the proper depth, the fixture should be away from the top shelf, providing some light further down into the closet.
I've seen plenty of closes that are 18" deep, with 14" shelves in them. A light on the ceiling will only light up the top shelf. Even a standard clothes closet is usually only 21-22" deep. The shelf may be 12". A light will illuminate the clothes, but not the floor. But a light on the wall above the door stands a better chance of doing it's job.... lighting up the rest of the closet.

You will see that based on the minimum shelf dimension of 12 inches, there will most likely not be enough space to install any fixture at all.

You will see that there are still some requirements that will be restrictive as to location.

thank you for the quick response. I hope to be on this forum a lot more in the future. I used to be pretty quick with my code knowledge but i've been out of school for quite awhile now I hope this may be a good refresher.
