If the closet is of the proper depth, the fixture should be away from the top shelf, providing some light further down into the closet.

I've seen plenty of closes that are 18" deep, with 14" shelves in them. A light on the ceiling will only light up the top shelf. Even a standard clothes closet is usually only 21-22" deep. The shelf may be 12". A light will illuminate the clothes, but not the floor. But a light on the wall above the door stands a better chance of doing it's job.... lighting up the rest of the closet.

How about a rope light nailed to the door trim. :D:D
 
Take a look at
410.8(D)(1)-(4) - 2005
410.16(C)(1)-(4) - 2008

You will see that based on the minimum shelf dimension of 12 inches, there will most likely not be enough space to install any fixture at all.


Then in
410.5 & 410.6 - 2005
410.11 & 410.12 - 2008

You will see that there are still some requirements that will be restrictive as to location.

In answer to your question, I think that the smaller size closets are restricted in regards to the type of fixture installed.

I have always done this and never had one knocked down but that doesnt mean that it is right. I would rarely put a light in a closet this small anyway. I put the switch outside of the closet normally anyway because you can see if the light is on by the switch position.

Read the definition of Closet Storage Space in 410.2.

Is it that the inspectors are not even looking at this.

There was a fire that started in a closet due to the light. There was one college age man killed and another seriously injured. I try not to miss this during either the rough or final inspection.

Forget about the floor being lit, there should not even be a light fixture in a closet as you have posted here.
 
Not to make a mountain out of a mole hill - but I have also seen "Closets" big enough to call rooms in the 100+ sq' range - might even warrant recept.'s too....

I used to be pretty quick with my code knowledge but i've been out of school for quite awhile now I hope this may be a good refresher.
