If it is not "automatic only," then it must necessarily be "manual also." And if it is "controlled," that must necessarily mean "turned on and turned off."

I agree with you. Do you know when this was 1st put in code? Or when it was last changed? I'm having difficulty convincing an engineer interested in energy savings that "the illumination shall not be controlled by automatic means only" means both on and or off. He states that because it has to be manually activated to turn on; it isn't being controlled by automatic means only.

I'd like to be able to find some ROPS or whatever to strengthen my argument.
 
I think the intent is obvious. You don't want the lights going off on someone who has their hands in a cabinet with a bunch of bare electrical connections.

Some people are just beyond reason. Ask him, "If someone gets hurt, do you really think you can convince a jury a timer isn't automatic only because someone has to turn it on?"
