Switchgear breaker height

Section 240.24 of teh 2005 NEC spell out the requiremenst for CB heights. Some manufacturers have switchgear heights between 8'-0" to 10'-0" with breakers installed above the NEC requirements.

How does one get around the height issue? Is a "working platform" portable? What is teh definition of a "working platform"?
