switching grounded conductor

I am looking at instructions for wiring the test switch in an emergency lighting fixture. The emergency ballast is a UL listed Firehorse 5 emergency ballast.

In the attachment, the lower diagram shows only the grounded conductor being switched. 404.2(B) seems not to apply. Are there exceptions for this which would apply here?
