If you are inside the perimeter walls of the building, there is no depth requirement. Some engineers will not permit the conduits in the concrete to avoid future cracking issues for the floor. We would typically put them in the fill so the top of the conduit is at or below the bottom of the concrete.

Right, the table would apply, and we're officially under the building. Since it says 0", there is no depth requirement.

And as Fred B mentioned, since i'm under the building, this would be considered outside the building, so the wires have to be suitable for wet location correct?

It's because in or under a floor slab on earth, or otherwise in earth, it considered a wet location (and soon will be).
