Tall mast scenario?

Trying to figure out how to get the service conductors 18' above this alley to a meter/main mounted on the exterior of building when the back wall is only 8' high?!

I circled in yellow where the feeder will ultimately end up feeding a panel.

The picture isn't very clear. But it looks like you might be able to put the weather head at the corner of that brick wall and then just run conduit down the brick wall across the roof and into the alley.
