Tamper resistant receptacles

We installed about 40 of the Hubbell 20amp tamper resistant receptacles at a child care facility in June and the staff say they are having trouble plugging cords into the receps.

Has anyone else had a problem with the tamper resistant devices being difficult to plug into ?

Where these Hospital grade Hubblell TRs?

If so that is normal, they are very tough to use.
