Under the 2008 if an addition is added to a dwelling is it necessary to install tamper res. rec. in the addition since the rest of the structure does not have them installed? Also if I remodel a couple of rooms and install new devices will the tamper res. rec be required?

Of course, new work must meet the current code.

That is irrelevant in my opinion.

In my opinion if you install just one new device it will have to meet current code.

Yes . And unless they are installed in an area that requires gfci protection they will also need to be AFCI protected. (08)

Yes . But in my opinion since you did not install or extend the branch circuit they would not require AFCI

I have heard that school of thought and I can see how it makes sense. However, I think the intent of the code is that all receptacles will eventually need replacement and therefore by default all receptacles will eventually be TR. I think that's a pipe dream as there are probably billions and billions of receptacles in this country, but the NFPA can dream, right?

This section applies to all receptacle outlets in all occupancies .. 406.11 is added to to 406.3(D) for Dwelling units,... so all that other crap applies and if in a dwelling they must also be tamper resistant.
 
That section spells out the requirements for replacement receptacles. No mention of TR.

EDIT to add.....I am just bringing it up, not looking to argue for 30 pages. Doesn't affect me anyway :grin:

People fall into that "like for like" thought process, because if you replace it that way, it doesn't require a permit, but it still should be up to the current codes
