The non-CTL style is intended for loadcenters built prior to 1968.

I bought some of those years ago, never used them. CH-CH is very rare here. I've only seen it installed once in a single family home, and one apartment complex that was built in the early 1960's had it.

Does the fact that they fit make it OK? I can make a SQ D QO fit too. :lol:
No, it does not... and I am not condoning the practice. But I'd say most well-intentioned handymen would not hesitate to install a non-CTL tandem in a post-1968 panelboard.
