tap conductors nonfuse to condensor

If I'm to use larger (10GU) feeder to an A/C condensor, then use 12 conductor wire from the disconnect to a A/C condensor; is that allowable w/o fusing the whip to the condensor w/20A fuses if I'm using a 20A HACR breaker feeding the #10 feeder? Does a tap rule apply in this case. There is to be an inspection.

If you are protecting the circuit with a 20 amp breaker at the supply end, then the #12 would be fine as it is protected,
Just for discussions sake, do you know the Minimum Circuit Amps and the Maximum Overcurrent Protection values for the unit ??

Hopefully, the unit is marked to accept HACR breakers also and not just "fuse". If so you are fine.
Think of the set-up as one installed for voltage drop. On over sized conductor for a portion of the run then reduced to the "normal" ampacity conductor for another portion.
