Tap connection for EV charger

Home has tap directly off meter where main panel and solar sys are connected.
Can a disconnect for EV charger be connected to empty lugs on the tap? Will be protected by OCD, of course.
I'm concerned about adding 60a circuit to main (200a) panel because there are already two geothermal systems, water heater, oven, elec clothes dryer as well as 100 sub.
I'm sure this has come up, with all the EV chargers being installed. The tap is already installed when solar was added. I'm assuming I can use the empty lugs.

You have to do the load calculations to prove that the existing 200 amp service conductors will not be overloaded when you add an additional service disconnect for the EV changer. You will also have to group that disconnect with the existing service disconnect.
 
My intent is to avoid connecting the EV charger behind the 200A service disconnect. Instead, connecting to the tap which is installed between the meter and the main panel. I essentially want to install a second service after the meter, using the tap that was installed when the PV system was installed.
The 200A panel inside the home already feeds a sub on the other side of home (when I first did a job for this customer, the sub had been installed by "double-tapping" the main), two more subs - each feeding a geo-thermal system w/electric heat backup and electric water heaters, as well as your typical home appliances, all electric. So I don't feel like adding a 48-amp EV charger load would work...
The proper thing to have done would have been to install a 400A combo meter/load center, but between the work done by the Geo installers contractor and the solar installation, they ended up with the current system.
It's too bad they didn't work together but the Geo systems were installed, the solar a year later.
Bottom line question: Can I install a second service after the meter, independent of the existing 200A panel inside the home (connecting to a spare lug on the tap installed by the solar contractor)? Say an 8-space main breaker panel (then connect the EV charger to it).

You can have multiple Main panels but if on the 2020 you need it outside and grouped with the other service Disconnect For the 200 amp panel. Still need a load calc for the service though or you could overload the service entrance conductors. Also electric vehicles charge at night too so you cant count that solar capacity on your calc.
