Tap question ??

I need to feed two rooftop HVAC units that are 3 phase 460v 20a... There was an existing unit being removed that was the same size and was fed off a 600v 30a fused disco that was tapped off the riser in a trough just before it goes into a transformer. There is zero room for a second tap in the trough and I'm trying to figure out the easiest legal way to add a second disconnect off the single tap. Below is a pic of the existing disco.. My first thought was to remove the disconnect and put a small piece of trough in and then use a Polaris to feed two disconnects but that's still tapping a tap.. Any advice is much appreciated..

I thought about that also I'm just trying to find a small 480 panel that will fit

Was thinking a more cost effective way to go would be to replace that dico with a 60a disco and then tap the load side in the bottom of it and feed two 30a disconnects off of it
