Tap rule for adding 2 soft starts.

I need to add 2 soft starts for 2 - 250hp 480v motors. I'm looking at tapping off the secondary of a 4160/480v transformer. The transformer is located inside a substation and I need to install the soft starts outside do to not having room in the substation. The soft starts are rated for a 250hp motor and have a main built in to each one. The distance is over 25 ft to the soft start and I will tap out of transformer secondary compartment straight down under substation and over and up to the soft starts mounted on substation exterior wall. I believe this falls under 240.21 (B) (5) but I sure could use your help if I'm wrong.
