A Meter feeds a 200 amp breaker which feeds a sub panel. Under the same lugs on the breaker are #8 awg feeding ac disconnect 8 feet away. What code does this violate?

You didn't advise if it was a fused disconnect an, if so what it is fused at. Also, are the lugs rated for more than one cable?
How are the cable run or protected?

As templdl was getting at you did not give enough info to give a firm answer.

Based on the little we know I think it is safe to say 110.14 and 110.3(B) have been violated.

Both have to do with using the lugs for two conductors.

There are likely more violations but one makes it wrong. ;)
