They want to separately meter those 2 sets . How else do you suppose they do that? But I think I see what you mean those sets would be getting metered twice???
See infinity's response. The drawing does not show what they want. A separately metered connection would need to be made on the utility (line) side of the existing metering, which is presumably in the CT section. The drawing shows the tap on the load side of the CT section.

Some places use 'sub metering' to allocate some if the main utility bill to specific tenements or departments. For tenant metering this usually is subject to state laws and regulations, for internal cost allocation there is usually no restriction. Sub meeting is rarely done with utility style meters and sockets.

For 600A metering, the use of CTs is common.
 
ConEd allows a self contained 800 amp meter enclosure (one on the left in the photo). If I remember correctly it had CT's behind the meter.
