Tap temp power receptacle off of 200 amp main

What is your idea of an easy code compliant way to feed a single 20 amp GFI receptacle from and within 10 ft of
a 200 amp main breaker using the tap rules?
 
Install a fused disconnect or an enclosed circuit breaker rated at 20 amps, and run #12 to the receptacle. That will take all discussions of tap rules out of the picture.
 
use polaris taps in the 200 amp main breaker enclosure, run a conductor rated at 10% of 200 amps to a disconnect with main rated for the tap conductor, install a 20 amp branch breaker and your GFCI. Might be easier to replace the 200 amp main with a panelboard kind of like Charlie said.
 
Replace the 200a Main Breaker with a type that has a Main Breaker with Feed thru lugs that incorporates a small distribution section for your 1p breaker.

Much like an Eaton BR48B200RF.
