It is allowed, but you'll have to comply with section 230 also since it's a service.
Keep in mind requirements from 230.71 and 230.72. It's not entirely clear what you're proposing.

No, nothing in Article 240 applies to service conductors and the conductors between the meter and the first OCPD are service conductors.

Sorry, where does Article 240 say that?

It seems to me that 240.4(G) is missing a table entry for service conductors and Article 230, as the allowance of 240.90(A) Exception 3 does not comply with 240.4.

Note that 240.21 does have subsection 240.21(D) to allow service conductors not to have their protection at their point of supply.
