telephone company ground

telephone company is requiring me to provide them with a ground. my question is do I have to take that ground wire #6 back to the grounding electrode (ground rod by the meter) or can I just tap into the cold water bond conductor which is about 30 feet closer

my experiance is they want that #6 bonded to the ground bus in that panel supplying power to the phone equipment.......
