Telephone wiring requirements per NEC

I am a telephone man (31 years) not an electrician in a small town with a brand new code enforcement officer. My question is what rules apply to running Cat 5 plenum wire in a business environment. The code enforcement officer here has informed me I have to attach all wiring to the metal studs in the walls and install "collars" where the wire enters the metal outlet boxes. Is this correct? Any info on this will be greatly appreciated.

You should probably get a copy of the National Electrical Code, NFPA 70 and read Article 800. It pertains to the work that you do. Find out what version the city that you work in is currently using. Most likely its 2002 or 2005.
 
Telephone wiring is covered under Art 800.
Section 90.3 states that Chapter 8 (which includes Article 800) is not subject to the requirements of Chapters 1-7 unless a specific reference is made in Chapter 8.
Collars are not needed and boxes are not required.
Have him cite you a code section, and then the rule in Art 800 that points to that non Art 800 rule.
I see nothing in Art 800 for fastening of cable, I may of missed it.
