In 590.6(B)(2)Assured Equip. Grounding Conductor Program it says in part: grounding conductor for all cord sets, receptacles that are not part of the permanent wiring of the building or structure, etc. The site electricians build a temporary distribution (bang board) with a 15 or 25kva transformer with breakers than either emt or flex (sealtite) to outlets, all mounted on a unistrut stand, all equipment rated 3R. The outlets are 120, 240 some 208 depending on the need and some 480 outlets. All supplied using chapter 3 methods, emt, flex, rigid, etc. and mounted on unistrut rack. Rack is grounded per 250.32(B)(1) (2005 code) Supply power to the rack is rubber cord (Type W), under 590. These units stay in place for up to a year or less. They are for temp power. All cord sets are under the AEGCP. The question is concerning the outlets mounted on the rack whether they also should be included in the AEGCP.
