Here is the situation and let me preface by saying I don't think temp is needed.

Small IT room with some rack mounted receptacles(3 ckts total) being feed from existing panel in room. New panel being installed a few feet away and these circuits will be re-fed from this new panel. Note on drawing says to provide temp power to keep these circuits active.

My thinking is we install new panel and swing these ckts over on OT not needed temp power. Circuits will have to be de-energized for no matter scenarios takes place.....even if you temp them out you would have to kill the ckts for a short period of time.

The swing over of the (3) ckts to the new panel would be fairly quick even if it's (3) separate conduits.

Am I thinking about this correctly? Thanks
 
Yes... unless there is something going on which kills the existing 3 ckts well before the new ckts are tied in.

On the OSHA side of things, you'll have to deenergize the existing when and where you tie in the new. Can you do the tie-in within the allotted time?
 
If any of the IT equipment is considered critical it will have dual redundant cord connected power supplies designed to be fed from two circuits. Those can be switched over to temp lower and back without interruption.
Also many companies have operations across many time zones and the IT equipment may not be unused even when the local office is closed.
More information is needed to know why the customer specified temp power.

I have seen that setup as well. But if the three existing circuits are configured to give the IT racks redundant power sources, then you can switch them over to the new permanent circuits one-by-one without losing power to the IT racks. The temporary power scheme would certainly not be necessary. Perhaps you should offer this as a "value engineering" suggestion.
