Temporary Lighting

I have installed temporary lighting on 2 christmas tree lots and did this as per NEC 590 Temporary installations.I sailed thru plan review, passed my inspection only to have another inspector show up 1 hr. later and fail the same job,saying that the work should have been installed according to NEC Article 525-Carnivals,Circuses,Fairs and Similar Events.I cannot see how a retail christmas tree lot could in any way be "similar" to a Carnival,Circus,or Fair,this lighting system is TEMPORARY and is only being used 24 days a year.This has not only caused an embarrassing situation,but has also cost my customer 2 days of sales. The best the building dept. could come up with is AHJ,while I usually agree with AHJ I don't believe it was designed to be used in lieu of a good answer.Any input would be helpful. Thanks
 
Ask for a specific Article number that the inspector seems to feel you have not complied with. You cannot be cited for failing to comply with Art. 525.... a more specific number is required [ie 525.xx(etc)].
 
The issue he is thinking about is probably the number of "civilians" walking around the lot with anything but their personal safety on their minds.. as oppose to a worksite with tradespeople walking around (with anything but their personal safety on their minds).
 
Everybody has a superior. Time to start climbing the food chain.

Usually, the AHJ is not the inspectors, but the governing office.
