(B) General Loads. The general calculated load shall be

if i read this right, not unless you are planning to build the house arround the pole.

ok.... new answer. if this is a question of price, then the norm is different depending where you live. some places supplying temp power is not the norm. contractors are expected to use generators.

other places the electrician is expected to supply temp power, and then their has to be mention of who is paying the electric bill.

typically the sq foot price is bare bones, no extras or changes to mimimum code. IMHO temp power is above that. but, again, norms may be different depending on what other contractors are doing in your area.

Around here the temp power pole is always extra. Some GC's use them some don't. I've seen builders use a neighbors outdoor receptacle for power and simply pay the guy next door a few bucks a month for it. Much cheaper than a temp power pole which requires both the electrician and the POCO. Around here the POCO alone gets about $350 for a hookup.

Years ago i did not charge.Figured it was as much to my advantage as it was theres.Then we started to notice that sometimes they never bothered to get it turned on.When i first got my masters i found a builder that turned out 1 house per week.He never once wanted a t pole. From breaking ground to handing them a key took 10 weeks max.It was fine with me.1 hour with gen to drill house out.Mis a few and cordless takes care of it.Hot check maybe 1 more hour.Fine with me and it saved him money.They do cost money to build and maintain as well as set in ground and remove when finished.Free only means it was built into price.

Often the reason for not having them is the amount of time it takes the poco to hook them up.By the time the poco gets thru with the paper work and perhaps sets a pole the house could be finished.

Depends on where you are and who you're dealing with. Some POCO's provide the temp too.

Pretty much, if we don't get paid for one, they don't get one, but that's pretty infrequent. :)
