Temporary service fed from generator

In the coming days, I am going to be setting two separate 400 amp main breaker panels that will feed 14 different job trailers seven from each 400 amp panel and each panel will be fed from its own portable generator. I have no idea why they are choosing to do it this way. But I need to know do I need ground rods or anything?

I can't find a place in the NEC where A/C power from a generator would be exempt from grounding. Maybe this article helps? https://engineerfix.com/does-a-generator-need-to-be-grounded/
