Tenant metering required?

In designing the distribution system for a small strip-mall type of application, where there are multiple types of stores in one complex, but where all are owned and operated by the same person, are you required to provide tenant metering for each separate space?

Just for the sake of argument, take a grocery store, book store, and a small restaurant in the same complex.

I believe it depends on the utility rules. If the owner is going to pay the entire bill the utility may allow one meter.
 
Tenants still need access to their power source. 225.35, 230.72(B), 240.24(B).

I totally agree with giving them access to their power source. Each space will have it's own panel(s). I just need to know if I have to meter each of them. 480Y/277 is being brought in, so I figure I will have to provide a meter off of the gutter to each space and provide step-down transformers for each as well.

My preference would be to have one meter and one transformer and distribute from there. I guess I will have to talk to the owner and see what he thinks.
 
I did a used car lot/gas station where they had the same owner, but wanted seperate meters for tax purposes. I know of several shopping centers that have temporary tennants such as Flea markets, and they do not sub meter each space. Office complexes generally do not sub meter either, so I think it's just to divide up the power bill proportional to each tennants usage, I don't think it is a requirement though.
