Terminating Conductors In Extg. Disconnect Switch

Scenario---- Existing riser tap feeding existing disconnect switch which is to remain. We have to run new conductors from load side extg. switch to new panel.

1. Can you safely make the connections for the new load side conductors while the extg. line side are still live so that you don't have to shutdown the riser? It's 277/480v.

Inconvenience is not one of the justifications under NFPA70E.

Unless that power circuit is fed from a UPS, it will experience unintended outages due to the utility power grid not being 100% reliable, like happens during bad weather. If they can tolerate unintended outages, they likely can tolerate an intended outage.
