Tesla Powerpack, need to be "Tesla Certified" to purchase?

Hi everybody, this is a simple question that Tesla has not replied to me yet about.
Tesla offers a large scale battery for commercial buildings called the Powerpack.
Does anybody know if Tesla requires installers to have specific qualifications/certifications in order to purchase it (the same way Powerwall installers need to be "Tesla Certified").

I'm certain they would require certification. If they are not going to let uncertified people install a 5kW Powerwall they are certainly not going to let them install 130kW PowerPack.

What I'm far less certain of is that they have any program for supplying Powerpacks to third party contractors like yourself. They may all be earmarked for Tesla's own contracted projects.
