The Grey Metal Screw Cover box was installed, set up, and wired by one of the installing Electricians. He was asked to use a hinged panel box like the other one shown below which I would provide. He gave me some song and dance about parts already having been bought, but what he was handing me was in fact "resistance."
This is a control junction for some safety controls that involve an Ethanol sensor system. Its a mess and it gets worse. The deeper I have looked into what they cooked up with one of the other trades, the worse it gets. There is one more shot that is so horrible I do not want to waste drive space on posting it. On top of all the bad wiring practices, the wire used [20 AWG Thermostat Wire] was not really the best choice for this job, and could turn into a problem down the road. No field wiring diagrams provided and there is another rats nest of a junction box in a deep round rigid conduit box that is packed full of junctions that change color as they go.
This contractor also refuses to clean up " at all " on any construction job sight citing to the GC and others that " You are not paying me to clean up."
So they work way dirty and leave messes, wiring and otherwise for responsible people to sort out. While this is neither the exception or the rule, it needs to be realized that there are a minority of people involved in Industrial Level Trades that make a concerted effort to deliver the best workmanship possible under what could be considered extreme circumstances, while the majority will do whatever they can get away with. When you get into small remote localities, the charades can get pretty monopoly like. These people rarely if ever get called out on anything.

Also the ready ability to figure out what has been done without going to war is supplemented by field wiring diagrams which should be mostly accurate.

Not sure what your point is. The 1st picture should be neater, but it is basically just a transformer and a junction. The one on the right is an industrial control panel. I will provide you either service, but if I am acting as the low bidder, I will be giving you the 1st albeit neater, but still wire nuts in a junction box. If you want something different it should be a specified prior to bid. I'm not necessarily excusing the installer, but with the informatin you are giving, I am also not condemning the contractor.
 
The first picture looks like class 2 article 725 wiring method used for a circuit that is not class 2. That would be the violation, class 2 wiring used for a non class 2 circuit.
 
Sounds like the contract needs to have more language in it when hiring contractors that aren't already known to you to do a clean, presentable job.

Not enough information provided to determine if wiring material was wrong, for me. Others may know right away.
 
I feel your pain.

It ultimately comes down to, some folks just aren't good at their jobs and just don't care.

The poor wiring and lack of housekeeping would and has gotten several of our guys a good talking to from me. There's no reason for it, the customer paid for hired professionals, our work and environment around us should reflect as much.
 
In the second picture, the more of the wiring could of been routed into the wiring duct. A few cable ties would dress up nicely. For the terminal blocks use DIN rail mouted blocks and perhaps use one long DIN rail with all the DIN rail components, and use labels on the end of every wire.
 
The term 'Plant' or 'Maintenance' depends on the laws of one's state.

Here maintenance is a legally grey area ,which translates to no license or inspections required.

Naturally, most larger production oriented corporations look to hire failed apprentices , and further insist on their own doctrine(s)

The end result ,when having to 'farm out' an issue to real world tradesmen that honor the bureaucratic system they exist in is, appearing on the job to a lot of maint men w/contemptuous tudes

Anecdotally , i've lost a lot of my commercial customers , simply because i've pulled a permit, and invited 'da man' in , who is quick to point out the maint men debaucheries

One he'd mention of the OP pix would be 'listed as assembly'.....
