Sam, we have a deadline for proposals to make the 2008 edition. The task force will make a proposal just like everyone else but it will carry a lot more weight than if I were to make a proposal. The remaining portion of the process is the same. :D

Is it true that the only effect a comment can have is to delay a proposal?

No, a comment can have the effect of rejecting a proposal or changing the wording. If a proposal was accepted and it looks like it will cause heartburn with the language by effecting something else that was not intended, a comment would be in order. New language can be introduced as long as the intent of the original proposal, the intent of the panel actions, or the intent of a panel member's comment to the voting is not changed.

There is also the change that is being made that you just do not like. Make a comment to that effect and it will have an effect on the CMP if there are a lot of them. A panel will be concerned if there is a "ground swell" and act accordingly. Comments in support of a panel action will be listened to and could sway a panel's direction. Yes, you can make a difference. :D
