I see a third conductor coming down, in front of the neutral, and going into the panelboard. Probably the neutral.

I think I find the most on generator installs. They seem to confuse a lot of folks.

I can’t see the line side connections nor as stated before a breaker on the line side of feeder to taps. Would splicing in this way meet code? I usually see Polaris doing this and not just removing a side of insulation with a clamp such as in the side of a feeder?

They are often called insulation piercing taps... This looks like an ILSCO
