It could be as simple as someone forgot to put the heat shrink on.
All I know is that they changed their wiring color codes a few years ago so I would expect that is an attempt to re-identify the conductor colors. What is actually permitted when doing this? I have no idea.

Those conductors look awfully short, and the repair job on the insulation looks terrible. Hack work is hack work no matter where in the world it is.
