Thermal overload switches usage

Can you use thermal overload switches as a fusing device to protect an electric heater?

Only if it is an integral part of the factory assembled heater unit and has been listed and labeled to be used in that manner, which is highly unlikely.

You are more than welcome to add a thermal OL relay to the circuit for some other purpose above and beyond having a branch short circuit and over current protective device, but not in lieu of it.
