I've used tape to cover the exposed conducters on a service,which the inspector gave me an amen.
Winner. Now to give it a number - 310.8 (D2)
If they aren't marked as sunlight resistant, it may be insulated with tape marked as sunlight resistant.
Also, as mentioned, be sure your wire is dually marked THHN/THWN. We require all THHN wire to be dually marked in our specs. I find that this is helpful so that the contractor doesn't have THHN on site to accidentally install where THWN is required. Makes it easier for our construction supervisors too.
